A new holiday tradition for City of Duncan plans to bring the community together for a festive and friendly Tree Lighting Ceremony at Fuqua Park East at 6 p.m. on Monday, December 1, 2025. The event kicks off with a welcome from City Manager Chris Deal and a holiday message from Mayor Robert Armstrong to be followed by a performance from the Duncan High School Choir before the 25-foot decorated tree lighting countdown begins. There will be cocoa and cookies as well as photo opportunities within the park at the festively decorated gazebo and trees.

City of Duncan Finance Director Billie Strutton recently achieved the distinction of Certified Public Finance Officer (CPFO) from the Government Finance Officers Association (GFOA). The program is designed to prepare individuals for leadership positions in state and local governments by enhancing fundamental skills and increasing knowledge of best practices and standards in public finance and prepares members to better serve their governments and communities.

The CPFO program consists of seven exams to verify knowledge in the major disciplines of government finance: Accounting and Financial Reporting; Compensation and Benefits; Debt Management; Planning and Budgeting; Treasury and Investment Management; Procurement; and Risk Assessment.

Since launching the program in 1997, over 800 people have earned the CPFO designation. The program is designed to be completed within two years. Strutton began the certification process in December of 2023 – completing well before the 24 month mark.

“We’re fortunate to have Billie as our finance director and congratulate her on this extraordinary achievement. Only a small percentage of finance directors hold this certification, and Billie’s dedication to pursuing municipal finance excellence and continued education indicate her level of leadership and commitment to our community,” says Duncan City Manager Chris Deal.

Strutton holds an accounting degree from Cameron University and was promoted to the Finance Director position in May 2025.

On June 5, 2025, Duncan Police Department Chief Brian Attaway, a 25-year veteran of the Department, graduated from the 294th session of the F.B.I. National Academy in Quantico, Va. Internationally known for its academic excellence, the National Academy offers 10 weeks of advanced communication, leadership, and fitness training which enhances the graduate’s credentials in their field and raises law enforcement standards, knowledge, and cooperation worldwide. Since its inception in 1935, the F.B.I. National Academy has graduated 56,180 officers from around the world. 

The 294th session welcomed over 100 children from C.O.P.S Kids Foundation to the academy to spend a day mentoring, connecting, and simply being present for the remarkable young individuals who have lost a first responder parent within the last year. To bring a little light and laughter into their lives, the academy was transformed into a full-scale carnival complete with games, activities, and moments of pure joy. During the charity auction, the 294th session raised a record breaking $ 86,785.00 for the foundation. 

“It was an honor to represent the Duncan Police Department and train alongside exceptional law enforcement professionals from across the globe. This transformative experience has sharpened my leadership abilities, expanded my perspective, and equipped me with strategies to enhance service to our community. I extend a special thanks to City of Duncan for granting me this opportunity and to our dedicated officers who ensured the department, and our citizens were well cared for in my absence,” states Chief Attaway. 

Chief Attaway, alongside 239 law enforcement officers from 14 countries, six military organizations, and four federal civilian organizations, additionally chose to earn 15 Master level credits and three undergraduate level credits through the University of Virginia during the session.

With sincere appreciation for his 35 years of dedicated service to the community, Duncan Fire Department and City of Duncan congratulated Assistant Fire Chief Kevin Hammack on his retirement from Station 1 “C” Shift at a farewell held at Central Fire Station on May 21, 2025. 

With Hammack’s family, friends and fellow firefighters gathered to celebrate, Duncan Fire Chief Dayton Burnside, in offering his congratulations stated, “It was an honor and a privilege to serve alongside Hammack.” Hammack, Badge #127, began his service with Duncan Fire Department on April 15, 1990.

Two Duncan High School students, Danielle Christian and Ainsleigh Hennan, are wrapping up a year-long internship and job shadowing program with the Duncan Police Department, gaining hands-on experience in the field of law enforcement and criminal investigations. Throughout the school year, the students immersed themselves in numerous aspects of police work, particularly within the Duncan Police Investigative Division. 

Their experience included: 

• Observing how cases are built through reviewing affidavits, viewing recorded criminal interviews, and shadowing detectives as they worked on active investigations. 

• Successfully completing the written police exam required for officer hiring consideration. 

• Assisting the Oklahoma State Bureau of Investigation (OSBI) with locating information related to individuals involved in cold cases. They also participated in a mock crime scene exercise led by Crime Scene Technician Bart Riley, where they learned how to lift fingerprints, document the scene through photography, and collect physical evidence. 

• Learning about polygraph procedures and lie detection techniques from Sgt. Smith. 

• Reviewing several closed case files, including three homicide investigations, to better understand investigative processes and case resolution. This internship program provided students with a unique and realistic view into careers in law enforcement, offering invaluable mentorship from professionals in the field. Duncan Police Department commends both students for their professionalism, dedication, and eagerness to learn.

Duncan Police Department introduced a new K9 team to the department after successful graduation from the Canine Unlimited Training Program on March 28, 2025. K9 Blu, a two and a half-year old Belgian Malinois, is on patrol with Master Officer K. Keplinger after successfully completing the Canine Unlimited Training program in Ochelata, Oklahoma where they completed all requirements of a 160-hour intensive training program. K9 Blu, along with her handler, navigated the training for narcotics search, apprehension techniques, and tracking. The first month of training focused on obedience with the remaining time spent completing all the onsite training program's requirements. “With graduation complete” states Deputy Chief of Police David Woods, “we are excited to officially integrate our new K9 team into the ranks of Duncan Police Department and introduce her to the community.”

Duncan Fire Department is introducing a fun way to combat the summer heat and stay cool as they host the “Dog Days of Summer” at PlayDay Park.

Beginning at 1 p.m. on June 27th at PlayDay Park, located at 621 S 15th Street, Duncan Fire Department invites children of all ages to join in some afternoon fun with a Fire Truck Spray, Sno-Cones, and puppy playdates courtesy of the Stephens County Humane Society.

Local families and day cares are encouraged to make plans to enjoy one of Duncan’s fire engines spraying water from the air with the event going until 3 p.m.

Dandy’s Dan Sno-Cones will be providing a free sno-cone to each attendee compliments of The Duncan Fire Department and City of Duncan.

Along with the Fire Truck Spray and Sno-Cones, there will be puppy playdates with the Stephens County Humane Society and a special appearance from Duncan Fire Department’s Sparky who will join in on the fun.

We request residents to follow the flow of traffic, and all signage and barricades, when attending as there will be certain areas blocked off for access to ensure the safety of everyone involved.

Duncan Fire Chief Dayton Burnside, along with the rest of the department, are looking forward to the event for area youth and hope everyone saves the date and comes to enjoy the afternoon.

The City of Duncan Water Treatment Plant and Distribution System is performing the Oklahoma Department of Environmental Quality’s (ODEQ) required annual system cleaning of the water transmission and distribution lines beginning Friday, October 11th, 2024.

This safety measure, which cleans nitrates from the system every year, will be done throughout the entire water distribution system over the next month. Testing, which is routinely done every day to monitor water quality, ensures the ODEQ standards of quality control are met.

Please be aware that there may be times of low pressure and community members may notice a chlorine taste and odor to the water while this maintenance is performed. If you get an odor or unusual taste in the water, it does not mean it is unsafe to drink. Please run the cold water for several minutes prior to use.

This maintenance means that the water delivered to your home remains safe and your patience is appreciated as the City of Duncan fulfills this ODEQ maintenance requirement and continues efforts to provide quality water to Duncan citizens.

On September 12th, 2024, Deputy Chief David Woods Jr., a 27-year veteran of the Duncan Police Department, graduated from the 291st session of the FBI National Academy in Quantico, Va. Internationally known for its academic excellence, the National Academy offers 10 weeks of advanced communication, leadership, and fitness training. The course is designed to enhance the graduate’s credentials in their field and to raise law enforcement standards, knowledge, and cooperation worldwide. Since its inception in 1935, the FBI National Academy has graduated more than 55,000 officers from around the world. Nationally, fewer than one percent of officers have the opportunity to attend the program.

“Since I arrived” stated Woods, “faculty and classmates have pushed me to excel spiritually, mentally, and physically. The instructors are top notch, and the course work is extensive. I have made new friends from the outer banks of North Carolina to Alaska and many states in between as well as friends who live in Spain, Pakistan, Lebanon, Mexico, Ecuador, Bangladesh, Cyprus, and Italy. I learned an effective technique that I hope to use at our agency to help fight crime and make the community of Duncan a safer place to live. This was a once in a lifetime event and I am beyond blessed for having the opportunity and the support of my department, friends, family and most of all, my wife, to attend. I will walk away a different man then when I arrived and I hope to use what I have learned to make my department, and the community that we serve, an even better place to live and raise a family.”

Woods, alongside two hundred and fifty-three law enforcement officers from 26 countries, 7 military organizations and 7 federal civilian organizations, earned 15 hours towards a master’s degree.

This relationship dates back to 1958, when Chief Virgil Zackary attended the 61st Session of the FBI National Academy. Master Officer Dustin Smith is retiring September 13th, 2024, after serving the residents of Duncan for the last sixteen years. Smith, a Duncan Public Schools graduate, began his law enforcement career at the Marlow Police Department in June 2004 after graduating from CLEET. He came to work as a patrol officer in 2008 for Duncan Police Department. In 2011 he became a Lake Patrol Officer and served for two years before his promotion to Investigator in 2013. As an Investigator, Smith graduated from the 61st Criminal Investigations Academy. His focus on crimes against children led to him spearheading the development of the Stephens and Jefferson County Multi-Disciplinary Team. This team, in cooperation with the SAFE Center, funded and built a forensic interview room so victims would not have to travel long distances for access to this service. In 2022, Smith became the first Duncan Police Department investigator to hold a certification as a Cellebrite Certified Operator and Cellebrite Certified Physical Analyst. Smith’s passion for helping children transitioned him to becoming a School Resource Officer in 2022, where he assisted administration and staff with behavioral concerns, mental health crisis intervention and all areas of physical security. Smith’s commitment to children also led him to serve from 2015 to 2023 as a board member of the SAFE Center, which is now a multi-faceted crisis center. His efforts throughout his law enforcement career have been recognized with a Commendation Award from Marlow Police Department, a Meritorious Service Medal and Life Saving Award from the Duncan Police Department, an Outstanding Victim Services Award from the Stephens County District Attorney’s Office and an Excellence in Action Against Domestic Violence Award from the Oklahoma District Attorney’s Office. Although this cannot encompass everything Master Officer Smith has achieved here in Duncan, we truly value the time and commitment he has given to City of Duncan, Duncan Police Department, and his community. His dedication to victims and his knowledge of the many facets of law enforcement, as well as his commitment to his fellow officers will be missed and we, as a community, are the better for his service.

The City of Duncan’s Abe Raizen Park, located at 2500 N ‘N” St, is the location for Duncan’s second annual “Red, White and Boom” celebration of Independence Day on Wednesday, July 3rd, 2024, with the public invited to come and celebrate.

In partnership with The Chickasaw Nation, the “Red, White and Boom” festivities will have a family fun zone with inflatables, food for purchase at food trucks and the band “Old 81 Band” prior to the fireworks show. Parking is in designated areas only, with handicapped parking available. Portable restrooms and a cooling tent will also be onsite.

Duncan Police Department introduced two new K9 teams to the department this week after successful graduations from the Canine Unlimited Training Program on Friday, May 31^st, 2024. 

The two new K9s are K9 Grizz, on patrol with Master Officer Bailey Webb, and K9 Ivan, on patrol with Master Officer Geoff Jones. 

K9 Grizz joins the department as a two-year old German Shepard, and K9 Ivan is Belgian Malinois, just under the age of two years old. 

The two new K9 teams successfully completed the Canine Unlimited Training program in Tulsa, Oklahoma when they completed all requirements of a 160-hour intensive training program. 

Both K9 Grizz and K9 Ivan, along with their handlers, navigated the training for narcotics search, apprehension techniques, explosive detection, and tracking. K9 Grizz had a successful narcotics search during his first week. 

Each team has been together these past two months, with K9 Grizz and K9 Ivan working with Master Officer Webb and Master Officer Jones for the first month in obedience and then completing all the onsite training program's requirements. 

“With graduation complete” states Chief of Police Brian Attaway, “we are excited to officially integrate the K9 teams into the ranks of Duncan Police Department and introduce them to the community. Our officers and their new partners will strive to foster an environment for a great working relationship with our citizens.”

The City of Duncan is rethinking economic development to better serve the citizens and provide more transparency around economic development dollars, but taxes will not go up if voters vote yes on June 18.

The sales tax measure on the ballot would keep the sales tax amount exactly as it has been for decades in Duncan; the only difference is that none of the money would be statutorily obligated to the Duncan Area Economic Development Foundation (DAEDF). DAEDF does have the option to continue to request funds from the Trust and are encouraged to do so.

The change is significant in that it will provide greater oversight into how citizen tax dollars are spent. From 1994 through 2022, DAEDF received $45.57 million in sales tax dollars from the City of Duncan with limited accountability to taxpayers.

DAEDF’s practices have been questioned by the Mayor, and, recently, the State Auditor’s Office. At the Mayor’s request, the State Auditor’s Office recently reviewed DAEDF’s history of purchasing real estate and constructing buildings with citizen tax dollars and placing those properties in DAEDF’s name. The State Auditor’s Office provided an opinion stating those properties should be placed in the Trust Authority belonging to the City and the citizens of Duncan.

“The Mayor and Council are committed to doing things right, and to transparency when it comes to our tax dollars,” said Duncan Mayor Robert Armstrong. “It’s clear that DAEDF is willing to hurt the entire city to protect their own interests. If the sales tax vote fails, there will be no money for street repairs, neighborhood lighting or economic development. City leadership is committed to doing economic development in a way that's transparent and efficient and that benefits all the citizens. It is clear that DAEDF doesn't share that commitment.”

Sales tax dollars fund street repairs and neighborhood lighting; both of those things are integral to public safety.

“DAEDF’s model requires exclusivity and is focused on manufacturing and enticing outside businesses to come to Duncan,” Armstrong said. “Council’s vision is bigger than that. Other communities have used economic development dollars to fund quality of life initiatives to move their city forward using those funds to support retail, restaurants and small local businesses. We want to support those initiatives, and it doesn’t make sense for the citizens to be locked into DAEDF’s my-way or the highway model.”

Duncan Police Department, Oklahoma Highway Patrol, Stephens County Sheriff's Office, Oklahoma Wildlife Department, and other agencies invite families for a fun day of fishing at the eighth annual Cops N Bobbers.

The Annual Cops N Bobbers family fun day will take place on Saturday, June 1st, 2024, from 8 am to noon at Lake Humphreys. Registration begins at 8 am, with a briefing at 9 am for all participants of the Kids Fishing Tournament. Awards will take place around the noon hour. Agencies will have vehicles for kids to interact with, prizes and food. No fishing permits or licenses are required to participate in the event, and children of all ages will have opportunities to engage with local officers, enjoy the sport of fishing and form positive relationships.

The City of Duncan Fire Department will begin fire hydrant flow testing on Monday, May 6th, 2024.

Firefighters will begin flow testing at the east city limits and work toward the west side of the city. It will take approximately one month to test over 1500 hydrants, depending on weather, staffing, and emergency calls.

Annual flow testing is a check of operations and systems. Testing is done to measure the flow rate of each fire hydrant and to ensure the system is providing the proper fire protection to all residential and commercial areas of Duncan. The test also flushes sediment and rust to ensure the system is working at maximum flow rate.

Households may experience a slight change in water pressure during testing. If washing clothes during the testing in your area, please be aware that discoloration of articles of clothing may occur.

Duncan Power Director, David Yeager, along with Interim City Manager Kenzie Wheeler, Mayor Armstrong, and Council, congratulate Duncan Power team member, Jason Russell, on recently achieving his Journeyman Lineman certification through the Merchant Job Training and Safety(MJTS) Job Training &Safety Program.

MJTS is a power line training program that is widely recognized throughout the United States, and several foreign countries, as one of the most comprehensive training programs for power line personnel and is certified for acceptance worldwide but specifically with the Oklahoma Department of Labor, US Department of Labor, and the US Department of Defense for Veterans Training. The MJTS program is administered to line personnel in more than 40 states with each utility having an acting Training Coordinator assisting their Trainees by administering “closed book” testing during the four-year program. The coordinators manage their own people throughout the training process from rules set forth by MJTS and the statewide power association.

Interim City Manager, Kenzie Wheeler, expressed her appreciation of Duncan Power’s continued commitment to the training and safety of team members and states that “Jason Russell, and the support staff at Duncan Power, can be proud of their accomplishment. Major David Woods was officially sworn in as City of Duncan’s Deputy Chief of the Duncan Police Department in a ceremony held at the Duncan Police Department today, February 1, 2024, with Municipal Judge Joe Enos administering the oath of office.

“Recognized as the 2023 Duncan Police Department’s Supervisor of the Year, Major Woods is an individual that works hard, is ethical and leads by example” states Chief of Police Brian Attaway, “His actions, both on and off duty, are an excellent representation of the Duncan Police Department and City of Duncan and I am pleased to announce his new role within our department.”

The son of David and Joy Woods, Major Woods graduated from Marlow High School then attended East Central University in Ada where he graduated with a bachelor’s degree in criminal justice and was a graduate of the Collegiate Officer Program.

In December of 1997, Woods began his career at the Duncan Police Department. He has served as a Field Training Officer, Bicycle Patrol, Detective, Defensive Tactics Instructor, Special Response Team(SRT) Operator, Team Leader, Assistant Commander of the SRT, Sniper, Patrol Sergeant on all three shifts, Patrol

Lieutenant, and Training Lieutenant. He has received 2 Police Star awards and a Life Saving award.

Joined by his family and friends, Woods celebrated the appointment and stated “I have had many experiences in my career, some happy and some sad. I’ve had some long, boring, cold nights on morning shift and some extremely busy, hot, summer nights on evening shift. Of all that, I am most proud of the friendships I have made within the Duncan Police Department. I have had the privilege of a lifetime to work with some great people. I have literally been pushed out of the way by my friends so they could be the ones to face danger first and I have moved them aside so I could face it first. They have stood beside me in tough times and cheered me on when I did a good job. I have been blessed with a very fulfilling career and am looking forward to continuing to serve our community to the best of my abilities in my new role.”
